A visit to Parliament for municipal elected officials in the riding

[:fr] Les 24 et 25 mai derniers a eu lieu la mission de découverte du palier gouvernemental fédéral à Ottawa à l’intention des élus municipaux du comté. À l’invitation du député et président du Caucus du Québec du Parti conservateur Bernard Généreux, plus de 40 élus de Montmagny—L’Islet—Kamouraska—Rivière-du-Loup, des accompagnateurs et des représentants de la Télévision communautaire du Kamouraska (TVCK) y ont participé.

Le jeudi 24 mai a été marqué par la visite de Rideau Hall, la résidence de Son Excellence la très honorable Julie Payette gouverneure générale et commandante en chef du Canada. Plus tard, les collègues Pierre Poilièvre critique de l’Opposition officielle en matière des finances, Michael Chong, ministre du cabinet fantôme responsable de l’Infrastructure, des Collectivités et des Affaires urbaines et le flamboyant député Jacques Gourde se sont joints au groupe. En soirée, les participants ont pu se rendre au Parlement puisque des travaux exceptionnels avaient lieu en cette fin de session mouvementée au sujet des immigrants illégaux. « C’était une opportunité incroyable de faire découvrir, directement sur le terrain, notre travail dans un dossier en particulier, soit l’immigration » déclare Bernard Généreux.

Le vendredi 25 mai à l’édifice Wellington, où le député a ses bureaux sur la Colline à Ottawa, les élus ont eu droit à une formation portant sur le Fonds vert de la Fédération canadienne des municipalités (FCM) donnée par Rachel Deslauriers, gestionnaire rayonnement des programmes, communication et marketing, Sébastien Hamel, directeur exécutif des programmes et Patrick Costigan, conseiller, Sensibilisation et mobilisation (Québec), politiques et affaires publiques. Puis, Francis Lévesque, adjoint parlementaire de M. Généreux a présenté les principaux changements en ce qui a trait aux modifications des investissements fédéraux en infrastructure. Par la suite, le groupe a passé les multiples guérites de surveillance pour enfin assister à la période des questions. C’est un événement qui sera de plus en plus rare au cours de la prochaine décennie, puisque l’édifice du Centre, où se trouvent présentement la Chambre des communes et le Sénat, fera l’objet de rénovations restreignant l’accès aux groupes en raison de la relocalisation. M. Généreux a alors pris la parole pour saluer ses invités et poser une question corrosive au sujet de l’inaction du gouvernement face à la problématique des quais de Kamouraska et Rivière-Ouelle. Ensuite, les participants ont parcouru le bâtiment historique incendié en 1916, d’où subsiste seulement la mythique bibliothèque; le député Gérard Deltell, critique de la gestion du Conseil du Trésor est allé à leur rencontre.

At the invitation of Member and Conservative Party Quebec Caucus Chair Bernard Généreux, more than 40 municipal elected officials in Montmagny—L’Islet—Kamouraska—Rivière-du-Loup, accompanying people and representatives of Télévision communautaire du Kamouraska (TVCK) took part in the activities.

On Thursday, May 24, the group visited Rideau Hall, the residence of Her Excellency the Right Honourable Julie Payette, Governor General and Commander-in-Chief of Canada. Later, colleagues Pierre Poilièvre, the Official Opposition Critic for Finance, Michael Chong, Shadow Minister for Infrastructure, Communities and Urban Affairs, and charismatic Member of Parliament Jacques Gourde joined the group. In the evening, participants were able to attend special proceedings on illegal immigrants as Parliament was in full swing with the end of the session approaching. “It was an incredible opportunity to see our work on immigration firsthand,” said Bernard Généreux.

On Friday, May 25 at the Wellington Building, where Mr. Généreux has his office, the officials attended a briefing on the Federation of Canadian Municipalities’ Green Municipal Fund given by Rachel Deslauriers, Manager, Program Outreach, Communications and Marketing; Sébastien Hamel, Executive Director, Programs; and Patrick Costigan, Advisor, Outreach and Engagement (Quebec), Political and Public Affairs. Francis Lévesque, Mr. Généreux’s parliamentary assistant, gave a presentation on key changes to the federal government’s infrastructure investment. The group then went through numerous security checks to watch Question Period. Opportunities to do so will become fewer and fewer in the next decade because the Centre Block, where the House of Commons and the Senate are currently located, will be undergoing renovations and be relocated. Mr. Généreux welcomed his guests and asked a fiery question about the government’s inaction on the Kamouraska and Rivière-Ouelle waterfronts. The participants then toured the historic building, which was destroyed by fire in 1916 apart from the infamous Library. Member of Parliament Gérard Deltell, critic for the Treasury Board, joined the group.

“As a former mayor, I am very much aware of the importance of communication between the various levels of government, but also across the riding. It’s important to me that we share our knowledge,” said the MP.[:]
